Julie serves as the Program Manager, Policy and Regulatory Environment. The focus of this program is to build an enabling regulatory environment for the off-grid solar sector by demonstrating to national governments, development partners, international organizations and other key stakeholders the many benefits of off-grid solar and market based solutions.
Prior to joining GOGLA, Julie worked with the Energy Efficiency in Emerging Economies Program at the International Energy Agency, providing analysis and advice, and facilitating best practice sharing on effective energy efficiency policy-making with the governments of the major emerging economies. This role drew from her previous experience working to measure the energy, economic and emissions savings attributable to Australia’s energy efficiency standards and labelling program for the Australian Government.
Julie holds a PhD in Geography and International Relations, as well as Bachelor degrees in Geography, Political Science and Land and Water Management from the University of Western Australia.
